it's a different thing. but the front that caused it all is still here, and it will still be here all day today, and it will be sitting on top of us this evening as well. the rain chance is still there. i'll detail all that coming up in just a few minutes. now, there were results from the rain last night. we want to talk about the traffic, and here's sarah caldwell. good morning. >> good morning to you, john, and good morning, everyone. we have an accident southbound on the j.f.x. just prior to the cold spring lane exit. right now we have one vehicle involved there, and police are yet to arrive on the scene. if you are traveling there, watch for a right lane closure. there's flooding in the right lane, and that apparently the cause of that accident there. inner loop just past eastern, watch for a crash on the east side of the beltway. then we have a downed tree to report at third street. use extra caution as you travel. closure says in effect there. here's a live view of traffic. we'll update the area of 83 at cold spring lane. no sign of the accident in this camera, but just prior to that, watch for the right lane closure with the accident. let's switch over to a live

view at west side at liberty, and so far, so good here. the roads are still drying out, so keep that in mind. prepare for extra time for your commute. watch for the closures in the city. that's the very latest on traffic pulse 11. >> our big story this morning -- maryland lawmakers on a statewide tour to promote an end to an in-state tuition referendum. >> the maryland dream act will be on the ballot this november. jennifer franciotti is live in the newsroom with the fight over the legislation. jen? >> good morning. on thursday, delegate pat mcdonough kicked off a statewide tour, working to defeat tuition for illegal immigrants. freeman hrabowski says he does see a benefit for all students. students who pay maryland taxes will be charged in-state tuition rates.

delegate pat mcdonough says it's a bad move. >> it's going to cost hundreds of millions of dollars in about three or four years. frankly, we don't have that money. number two, they're going to displace a lot of young people taking slots that they don't deserve because they're not here legally. >> but supporters of the dream act say it will pay off in the long run, and we're going to have more on that coming up live at 5:30. >> thank you, jen. police arrest a man after he leads police on a pursuit from baltimore city into anne arundel county. police tried to stop 26-year-old darryl watson jr. for a seat belt violation on druid hill avenue yesterday evening. but he took off, leading police on a pursuit to the edge of baltimore city, where they called off the chase. sky team followed the car on to route 100. the car andilted on to telegraph road and centers crossed the center line and slammed into another car. officers with canine caught him in a vacant house half a mile away.

>> very scary, because had i left work when i was supposed to, i could have been a part of that accident, which, thank god, i stayed at work a little late. >> police say watson was not the owner of the vehicle he was driving and was in violation of a parole warrant no. one was injured during the chase. >> we knew storms were coming last night, but the rain was awfully heavy. currently more than 7,000 customers are still without power this morning, but that's down from nearly 30,000 since the storm first hit. take a look at some of the flooding in the fells point area last night. no surprise, the low-lying areas had some street flooding. in fact, you're going to see some video coming up with our own jayne miller rolling through an intersection on alabama street and south carolina. and in the mount vernon-midtown area, the storm caused problems for the artscape location. some scaffolding falling out of place. as you can see in the video,

flooding there not a big issue this morning. organizers hope to have all those problems fixed by 11:00 this morning when artscape officially begins. architecture states from morgan state university have put together a stage for blues performers this weekend. it's both a stage and cafe area made entirely of shipping palettes. the project is particularly exciting, because most of their work never leaves the classroom. once again, artscape kicks off 11:00 this morning and runs through sunday night. it's known as the largest free arts festival in the nation. more than 300,000 people are expected to pour into baltimore for this year's event. >> president barack obama wraps up his two-day campaign swing through florida today, while hit romney will talk to voters in new hampshire. national polls show the candidates in a virtual tie. both camps are engage nag daily war of words. 11 news reporter halley jackson live in our washington bureau

>> good morning. 10 minutes past 5:00. it's friday morning. the rain is over, at least for the time being here in town. temperatures now are in the low 70's. we have a touch of fog. otherwise, just cloudy skies. a little rain on the eastern shore. we'll take a look at the radar and just show what you this storm looked like, in case you stayed in during all the rain. this is what things looked like about 5:30 yesterday afternoon. the storms were off to the west, not really cranked up all that much. yeah, there were scattered storms moving into gator

county. by 11:00 last night, we were right under the full effects of heavy very rains here in the city. at the inner harbor, three inches of rain fell. but at the airport, only .86 of an inch of rain was measured from the storm. now the stuff has moved on. it's off the eastern shore, and we're taking a rest for a while. it was quite a spell of rain. some of you got very heavy rain in a very brief period of time. that's why we had the flooding last night at fells point and several other areas. we'll talk more about what's going to happen today coming up in just a minute. >> a former u.s. marine who fired shots in washington, d.c., will be sentenced in the coming days. 24-year-old pleaded guilty at firing at the pentagon and other military targets back in october and november of 2010. he was arrested near the pentagon last june after he was spotted carrying potential explosives and notes referring to jihad and osama bin laden. for the first time in u.s.

is >> good morning. sarah caldwell with a look at your friday morning commute. unfortunately, the roads are still wet from the overnight rain. that's what you have to deal with as you head out this morning. you're going to need extra time so you don't have to rush. we already have a couple of accidents, this one on the southbound j.f.x., just prior to cold spring lane. normally when we get a lot of rain, that one lane on the right gets filled up with water, and that's the deal right now. we're dealing with flooding and a right lane closure along with the shoulder. that's where the accident is, just prior to cold springeds. try and stay to the left if you're heading out on the j.f.x., because still a lot of standing water on the road there. the tow truck is on the scene, so hopefully they can get that vehicle out of there shortly. inner loop, watch for an accident on the east side. and then on the inner loop just prior to 97, another accident being reported. if you're heading out in pasadena this morning, third street, partially blocking the road is a downed tree, so be

extra careful in that area. let's give you a live view of traffic and see what's going on on the j.f.x. no sign of delays here, but you can see the roads are here -- the roads are wet here on northern parkway. 175 down toward the capital beltway, not seeing any delays yet, but definitely more volume in the southbound direction. that's the latest on traffic pulse 11. now let's get the latest on the buses and trains. >> good morning to you. due to the severe weather last night, marc trains is operating on a very limited schedule. that's the brunswick line. as a matter of fact, trains are only leaving out of martinsburg and brunswick and frederick, and that's it. metro will honor all marc train tickets this morning. closer to home, the number one, 10, 30, 64 and 120 buses downtown are still diverted around the water main repair. also, number 36 and 51 diverted at washington boulevard and monroe. number 21 bus is diverted at

preston and cathedral for artscape. that's it. with the m.t.a. transit team, i'm dave allen. now back to john collins. >> the rain is over here in the city, at least for the time being. eastern shore, still a few showers. that's departing right now. heaviest rains are over the ocean. out to the west, yes, we still have some rain out there, and the front that generated last night's rain is still sitting right on top of us. it could happen again today. we just have to wait and see. for the next few hours, things are improving considerably. let's take a look at the numbers yesterday. we made it in the 90's for highs yesterday. 95 at the airport. inner harbor, 97 degrees for the high temperature. but that was, what, five, 10 degrees colder than it was the day before. 72 and 75 were the lows. look at the rain totals. the airport, less than an inch. it's a little more than 3/4 of an inch. but downtown at the inner harbor, just over three inches of rain was measured. here on tv hill, we're just north of that a couple of miles, we only 1.27 inches.

the storms that went through produced varying amounts of rain. it wasn't officially a record rainfall here, because b.w.i. is the official place, but that downtown total way exceeded the record for the day. here's what the radar estimated for the heaviest rains. those are the yellows. that was up around three inches or so. you can see a swath from northwest carroll county right through carroll county, then into the southeastern baltimore county and the city, and then down over the bay, a few places in anne arundel county also had those heavy rains. other areas got, let's say, averaged out about an inch of rain, some a little more, some a little less than that. this morning, temperatures, well, they have been the past several mornings, with high humidity, temperatures are generally in the 70's around the area. 60's off to the northwest at the higher elevations. here's the satellite-radar combination. we're in kind of a quiet spot, but the front is still sitting across us, so the storms out to the west, quite a bit of it

down in tennessee and kentucky, still have the potential, because we're in moist air, to generate some pretty good rains. here's what the forecast map looks like for this morning. here's the front straddled right across us. technically, it's at or just south of us, but we're so close, nothing has changed. lots of moisture in the air, and the potential for scattered showers and thunderstorms. otherwise cloudy skies and humid. 82 to 87, the high. that's 20 degrees cooler than wednesday. we've made quite a change here as far as the air mats is concerned. north to northeast winds at about 10 miles an hour. insta-weather futurecast, all right, the rains are fulling away from the area, still some stuff out to the west though, so this afternoon, this evening, we still could see scattered showers and thunderstorm activity and the potential still for heavy rains on saturday. everything starts to taper off, and eventually the weather improves, and it should hold up right through sunday, even though the mountains on sunday will probably get scattered showers and thomples our forecast, a good chance of rain today. the rain tapers off on saturday. we'll be in the 80's right through the weekend. sunday looks dry.

most of monday looks all right, too. by monday night into tureks a cold front approaches and brings another rain of scattered showers and thunderstorms. >> all right, we have a report, very brief report, of a shooting at one of those midnight showings at a movie theater for perhaps "batman rises." officials are on the scene of a mass shooting at a movie theater just outside of denver. police say 20 people were injured in the shooting, which took place during a screening of the new batman movie. we're told two people are in critical condition at a local hospital in the denver area. officials say there's one suspect in custody. we'll bring you more information on this story just as soon as it becomes

available. >> in this morning's consumer alert, ford is issuing a recall of some of its 2013 escape s.u.v.'s because of a fuel line problem. in a rare move, ford is telling owners to stop driving them immediately. the fuel lines can crack and leak, causing gasoline to spill. the recall only includes models with the 1.6-liter, four-cylinder engines that were built from early april through july. customers should contact their dealers for repair. web users have caught on to all those email phishing schemes, but now a new trick is on the rise. we tell what you to look out for and how to avoid it. >> by now, most of us avoid clicking on links in shady looking emails, potential phishing attempts to gather personal information or install malware. there's another trick growing in popularity, one that web users may not think about. when they're searching for news on a hot topic like celebrity gossip, a new gadget or a major

welcome back to 11 news today. i'm stan stovall. >> and i'm mindy basara. happy friday. thanks for joining us. it's national lollipop day. i brought some in for everybody. you get right beer, grape, mango. cotton candy is my favorite. >> all appropriate, yeah. >> some storms last night, wow. >> right, and it wasn't the wind, it was the amount of rain, at least in some areas. i'm going to show you radar. i'm taking it back. i'm going to do an historical thing just to show you what happened. yeah, rain last night. well, it was something else. at 5:00 in the afternoon, there are a few showers around the baltimore area. most of the stuff that hit us was still out in western maryland and west virginia. by 11:00, boy, it was right in town. those red and yellow areas, it was coming down in buckets, and it lasted a while before the storm finally moved -- the heaviest part, anyway, moved out of the area. downtown apt the science

center, 3.50 inches of rain fell in a very brief period of time, which explains some of the flooding they had in downtown at fells point. here on tv hill, we had 1.27 inches. but down at b.w.i., less than an inch of rain. it was crazy. now, i was busy talking and couldn't get to the lollipop there. >> there are reasons kids love this so much. >> how did this affect the traffic and roads? >> well, you mentioned the flooding, and that's an issue. the ramp typically fills one water when we have this amount of rain, and that's the deal right now. we're dealing with standing water southbound on the j.f.x. with a right lane closure approaching cold springs. so as you exit there, the rate line is closed, and an accident as a result there still clearing, so be careful as you travel south on the j.f.x. stay to the left. you should be ok. inner loop just past eastern

boulevard on the east side, an accident. also on the south side on the inner loop just prior to 97, watch for a crash. a couple of downed trees associated with the rain overnight. watch for the road to be partially blocked by those downed trees, as they are clearing. let's give you a live view of traffic. here's an update on the j.f.x. at northern parkway. no sign of delays related to the accident or the standing water at cold spring, but we want to remind you that it's there, and that right lane is shut down. switching over to a live view of traffic on 97 just south of the beltway. no sign of the accident. again, it's on the beltway on the inner loop just prior to 97. 97 itself looks good north and southbound. that's the very latest on traffic pulse 11. back to you. >> we want to bring you an update on the late breaking news we told about you earlier. police still on the scene of a mass shooting at a movie theater just outside of denver. 14 people were killed in the shooting, 50 others injured when the gunman -- or the

gunfire erupted around midnight. we're told a suspect is in custody. the shooting happened during a midnight showing of "the dark knight rises," the new batman film. once again, 14 people killed, 50 injured during a mass shooting at a colorado movie theater. we will continue to follow this late-breaking story throughout the morning. the debate over providing in-state tuition for undocumented immigrants. >> the issue will be on the ballot in november, but one state lawmaker is looking to defeat it before voters get a chance to vote on it in the booth. jennifer franciotti is live in the newsroom with more details. good morning, jen. >> dell state pat mcdonough is kicking off a statewide tour. >> quite frankly, if they go to school for four years, it costs about $40,000 in taxpayer money to do that revenue for them, and then they can't get a job. >> delegate pat mcdonough

to have an opportunity of an education. >> and voters will have a chance to decide for themselves on november 6. reporting live, jennifer franciotti. stan, back to you. >> jen, thank you. meanwhile, officials at morgan state university are taking a proactive approach to help more students graduate. the summer in richmond program is just one of the ways the school is trying to reach incoming freshmen. morgan's first-year student retention rate is right around 73%. the top administrators say that's why they've returned to the basics, to help students stay in school and graduate. >> we actually call students, and we contact them individually to follow up with their mid-term grades, their final grades, especially to make sure if they're struggling with their bill, we try to help them with their payment arrangements and to navigate the financial aid process. >> school officials say they're also concerned about the school's 34% graduation rate. usually typically based on

for prostate cancer saved no more lives than watch and waiting alone. researchers from the university of minnesota's school of medicine tracked more than 700 men with the cancer. overall, 5.8% of the men who had surgery died from the cancer, compared to 8.4% of those who did not have surgery. all of us have restless sleep from time to time. >> a new study shows that regular poor sleeping patterns could increase your chances of living in a nursing home later in life. a new constituted friday johns hopkins shows that women who woke up often during the night had higher odds of later going to an assisted living center than women who got more restful sleep. researchers say this does not prove a direct link between sleep problems and future health problems in the elderly, but it does warranty further study. hmm. just women, huh? >> i should get on the waiting list now then, right? >> sign up. >> 5:41, 73 degrees on tv hill. >> we're back in a moment.

>> thank you. good morning. the rain, at least here west of the bay, is over for a while. we're still in the same situation. and there are still showers on the eastern shore moving out of the picture slowly but surely. this is an hour's worth of radar. so things are moving along, so we're dry here, still cloudy, very humid. a patch or two of fog. so scattered showers, maybe a rumble of thunder out to the west. the situation today, the setup very similar to yesterday, nothing has changed much. the only difference is we won't be as hot today as we were yesterday. temperatures wednesday, we peaked out, we were in the low to mid 100's. yesterday we were only in the 90's. today we expect to be in the 80's. and then we'll start in the 80's for a few days, slowly climbing next week, but at least a lot closer to what is normal for this time of year. and i mentioned the situation today, we still have the humidity, the front that generated the rain last night is still here.

temperatures are in the 70's this morning and very humid, so it feels about the same as it did yesterday morning. 60's out to the west of us in the mountains, a little higher he will vace. here's the radar-satellite combination. and here's the storm activity that went through last night. it moves out over the ocean right now, a few lingering showers in the northern portions of the eastern shore. more activity out to the west will line up along this front, which has kind of stalled across the area. it kind of moves back and forth, and little waves move along the front and still activate all the moisture. even as the front is a little south of us, we're still close enough to that humid air that the atmosphere is loaded with water. so, cloudy, humid, thunderstorms possibly again today. there could be heavy ones in there, north to northeast winds 10 miles an hour. 82 to 87, the high. last night's range in some cases were up around three inches or so. so flooding a possibility. northeast winds, 5 knots, one to two-foot chop on open waters. futurecast showing one batch of rain leaving.

but again, with the front still across the area, more showers and thunderstorms today are possible right into the evening hours. by saturday, it will start moving to the south. we'll get into dryer air, so the tail end of saturday and into sunday look dry, although on sunday there could be storms out in the mountains. our forecast, seven days' worth, ealts right into the weekend. eventually the humidity drops down by the end of the weekend. still a very good chance of scattered storms today, tapering off tomorrow. sunday looks dry. most of monday looks dry as well. by monday night into tuesday, another front comes in with another chance for showers and thunderstorms. >> we're still following a horrific breaking late news story out of colorado, where we're told 14 people are dead after a mass shooting outside of a movie theater. police say a gunman appeared at the front of a theater in aurora, colorado, right around midnight. >> according to witnesses, the

suspect released some sort of canister, which produced a gas, and that's when the gunman reportedly opened fire on the crowd. fans were lined up outside that theater for the midnight showing of "the dark knight rises," the new batman movie. >> again, police say 14 people were killed, 50 others were injured. officials say one person has been taken into custody. there's no evidence right now of any additional shooters. >> we will continue to follow this story throughout the morning. just a terrible situation there. >> here's a live shot of one of the hospitals, some of the 50 injured have been taken here for treatment. again, this is just a horrific story out of aurora, colorado. people trying to take in the late-night showing of "batman rises." >> 5:49, 73 degrees on tv hill. adam jones tried to rally his fellow berds, but could they respond with magic to pull off the win against the twins? keith mills has highlights. >> but first, take a look at last night's winning maryland lottery numbers.
